According to me i will just target globally and included targeted countries in the website footer with address. physical location not matter if you have e-commerce business.

Physical location doesn't matter just promote it online globally and special guideline should be there on the site by which user can easily fulfill their quest.

Irregardless of where your clients company is based, if the client wants traffic from a particular region or country, you must setup a page containing that countries keywords as well as the clients products/services keywords. You will then need to link to that page or pages from other similar credible web-pages, so that the page you created will gain credibility and eventually rank, which is not an easy thing to do.

If your clients website isn't very old (under 2 years) or doesn't have a large online presence, you might be better doing Facebook Paid traffic or if you really know what your doing, try Google or Bing PPC.

It isn't an easy task ranking for National (one specific country) or globally for "good" (profitable, searched keywords) these days UNLESS the site you are promoting is pretty big (authoritative) has lots of quality relevant content and hopefully is more that a couple of years old. (trustworthy)

Best of look, it's doable!
